New York State Southern Tier Regional Interoperability Network

Televate is currently supporting three counties in New York State that are working together to develop a regional interoperability network.  The adjacent counties of Chemung, Schuyler, and Steuben have all engaged Televate to assist them with the design, implementation, and testing of the regional network.  The network, which is funded by the Statewide Interoperable Communications Grant (SICG) Program, also includes Allegany County and additional counties have expressed interest in joining.

The regional network will allow all counties to share a common P25-based Core system that includes both primary and geographically diverse secondary cores for redundancy.  The network will also enhance interoperability among the neighboring member counties and will permit sharing and backup of dispatch resources in the event a member county is forced to vacate their primary dispatch facility.  The counties are also working to coordinate development and implementation of the nationwide public safety interoperability channels throughout the region to further enhance interoperability and to provide means for communicating with other first responders from outside the region.

Project Tasks

Televate is assisting each of the counties in the following areas:

  • Confirming the approach and architecture to support the regional core sharing and the development of the Statement of Work to procure and implement the solution
  • Assisting with vendor management to implement the solution
  • Assisting with the engineering and planning to implement the national interoperability channels
  • Assisting with the licensing of interoperability channels and other radio site licensing
  • Supporting the development of a robust radio fleet map and associated interoperability talk groups to facilitate regional radio communications
  • Assisting with the development of a countywide and regional communications plan and strategy
  • Development and facilitation of training materials and a tabletop exercise to demonstrate the key aspects and benefits of the interoperability improvements
  • Evaluating potential radio sites and radio network configurations in support of other infrastructure improvements
  • Assisting in the project management of selected system enhancements
